420   In the matter of the American Recovery and Reinvestment Act (ARRA)/San Diego Workforce Partnership‘s Public Institutions of Higher Education 2009-2011 Grant Awards for City College, Mesa College, Miramar College, and Continuing Education, authority to:

 

1.    Accept award of the ARRA/San Diego Workforce Partnership‘s Public Institutions of Higher Education Grant Award for 2009-2011 to develop an

      AIRE HVAC & Solar Certificate Program at San Diego City College;

 

Accept, budget and spend in the 2009-2010 General Fund/Restricted Budget 

$400,000 from the San Diego Workforce Partnership. 

 

2.    Accept award of the ARRA/San Diego Workforce Partnership’s Public Institutions of Higher Education Grant Award for 2009-2011 to develop a Mental Health Worker Certificate (“Heroes to Healthcare”) Program at

      San Diego Mesa College;

543   Authority to enter into an Agreement for Participation between the San Diego County Superintendent of Schools and the San Diego Community College District for operation of the Regional Occupational Program (ROP) courses and services to be offered in 2009-2010.                    

    

544   In the matter of the U.S. Navy Homeport Training (HPT) at the Fleet Training Center, San Diego, authority to:

 

1.    Extend a multi-year contract with the U.S. Navy to provide instructional services and management support to military personnel at the Fleet Training Center, San Diego, commencing August 1, 2009, through May 31, 2010;

 

2.    Increase the current contract from $175,579 to $1,938,835 for the contract year August 1, 2009, through May 31, 2010;

 

3.    Accept, Budget and spend an additional $1,756,977 in the 2009-2010 General Fund/Restricted Budget;

545   In the matter of a one year grant awarded by the County of San Diego Health and Human Services Agencies (HHSA), to provide professional services for learning disabilities screening, testing, reporting and consulting for CalWORKS Welfare-to-Work (WTW) participants, authority to:

 

1.    Enter into a one year agreement with HHSA for fiscal 2009-2010 in the amount of $157,500 which is $120,000 plus $500 per completed assessment with the expectation that a minimum of 75 assessments would be completed; and

730   Authority to award RFP #09-44 for travel coordination services and logistics for the City College Summer Session 2010 Study Abroad Program in Switzerland and Italy to Leonardo World Inc., the lowest, responsive respondent meeting terms, conditions and specifications for this RFP; and

 

      Authority for Purchasing and Contract Services Director to exercise the two, optional one-year renewal periods, if vendor’s performance is judged to be satisfactory, it is in the District’s best interest, and the Board has approved continuation of such funds by budget approval for the respective option periods.

 

731   Authority to award Bid #09-45 SN for the acquisition, delivery, assembly and installation of new furniture for the San Diego Continuing Education, ECC Skills Center to the following:  Furniture Resources, Items 1-4,6,7 & 10; Ergostop Inc. (Arc Ergonomics), Items 8 & 9; and BKM Officeworks, Items 11-14; as the low, responsive, and responsible bidders of each respective item.

810   Authority to utilize the new off-campus facility of SMS Technologies, Inc. as requested by City College. 

 

811   Authority to approve a Use Permit with the United Methodist Church of La Jolla for use of its facility by Continuing Education for a period of  approximately two years, commencing July 10, 2009, and terminating

      August 31, 2011. 

 

812   Authority to renew the Use Permit with Wave House Athletic Club, Inc. for use of the Mission Beach Plunge as requested by Continuing Education for the two-year period commencing July 10, 2009. 

 

830   In the matter of the City College Central Plant expansion project.

 

      PUBLIC HEARING on:

 

1.    Adoption of a resolution making the finding necessary under Government Code Section 4217.12 for entering into an Energy Service Contract with University Mechanical without formal competitive bidding; and

 

2.    Authority to enter into an Energy Service Contract with University Mechanical.  The contract is subject to approval by District Counsel and available for review in Facilities Management at the District Office. 

 

831   In the matter of the IT Server Rooms HVAC upgrades project throughout the San Diego Community College District.

 

      PUBLIC HEARING on:

 

1.    Adoption of a resolution making the finding necessary under Government Code Section 4217.12 for entering into an Energy Services Agreement with Jackson and Blanc without formal competitive bidding; and

 

2.    Authority to enter into an Energy Services Agreement with Jackson and Blanc.  The contract is subject to approval by District Counsel and available for review in Facilities Management at the District Office.

 

870   Authority to award a contract to Anton’s Service, Inc., the lowest responsible, responsive bidder, on the basis of the base bid of Seventy Thousand Dollars ($70,000) for the Demolition of Building and Site at 1901 Main Street project. 

 

880   Approval of a change order at Mesa College Allied Health Building

      to Spooner's Woodwork, Inc., which exceeds the cumulative ten percent (10%) of the original contract price and adoption of a resolution authorizing the Vice Chancellor of Facilities Management to approve change orders in excess of 10% of the original contract value.

 

881   Approval of Change Order No. 1 and Final Acceptance of the Lighting Upgrade Project in the Harry West Gymnasium at San Diego City College

      as of July 9, 2009.

 

882   Final Acceptance of the Lighting Project at the District Service Center as of July 9, 2009.

 

883   Final Acceptance of the Dining Facility Remodel Project at San Diego City College as of July 9, 2009.

890   Authority to declare an emergency pursuant to Public Contract Code 20654 for expenditures to complete repairs to the existing main water line feed at ECC.  (Note:  Approval of this action requires a unanimous vote of the Board.  Approval by the County Superintendent of Schools is also required.) 

                     

891   Recommendation to adopt a new parking citation fine schedule that accomplishes the following:

 

1.    Off-sets increased fees paid to the County and State of California for court construction fees under SB1407 (effective Jan 1, 2009);

 

2.    Discourages illegal parking by increasing the fines, for parking in disabled parking, parking in spaces reserved for faculty/staff or administrators or using a fake or forged parking permit; and

 

3.    Properly identifies certain fees as “Administrative Fees” and not “Reduced Fines.”

PUBLIC PRESENTATIONS:

In accordance with Education Code Section 72121.5, members of the public are invited to participate in the governance system of the District by utilizing the PUBLIC PRESENTATIONS section of the Board meeting agenda.  

Public presentations on items listed on the Board meeting agenda shall be heard at the time the item is discussed and prior to Board action on the item. Each presentation shall be limited to five minutes (a total of twenty minutes on the same subject) unless this time limit is waived by action of the Board.

Public presentations on matters not listed on the Board meeting agenda may do so during the PUBLIC PRESENTATIONS section of the Board meeting.  In accordance with Education Code Section 72121.5, the Board shall take no action on such matters, other than an action of referral.  Each presentation shall be limited to five minutes (total of 20 minutes on the same subject) unless this time limit is waived by action of the Board.

If you wish to submit questions to the Board in your presentation, they should be in writing. At the Board's request, the Chancellor will provide written responses to your questions as soon as possible after the Board meeting.
