191   Consideration and approval of a resolution to excuse Trustee Maria Nieto Senour from attendance at the May 27, 2010, Board Meeting, due to a hardship, but compensate her therefore in accordance with Section 72024(d) of the California Education Code.

 

400   BUDGET AND FINANCE

 

420   In the matter of a Memorandum of Understanding between San Diego City College and Sol Price Retailing/Service Scholarship Program, hereafter, Price Scholars Program, as extended to September 30, 2010, in the 2010-2011 fiscal year, for the administration of the Price Scholars Program, housed at and administered by San Diego City College, authority to:

 

      Accept, budget and spend in the General Fund/Restricted budget $85,158 from Price Scholars Program in the 2010-2011 budget year. 

 

421   In the matter regarding the San Diego Workforce Funders Collaborative grant for “Career Education and Workforce Development” awarded to San Diego City College, authority is requested to accept in the 2009-2010 General Fund/Restricted Budget additional funding in the amount of $61,990. The additional funding increases the budget from $200,000 to $261,990.

422   In the matter of the Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR-UP), administered by the University of California, San Diego (UCSD), authority is requested for San Diego City and Mesa Colleges to accept, budget and spend $10,000 in the 2009-2010 General Fund/Restricted Budget to provide a one week summer program for tenth grade students emphasizing career exploration and college preparation. 

 

490   Consideration and adoption of the Tentative Budget for 2010-2011.

540   In the matter of the San Diego Community College District Cooperative Work Experience Education Plan, authority is requested to approve the updated District plan for submission to the California Community Colleges Chancellor’s Office. 

 

541   In the matter of the American Recovery and Reinvestment Act (ARRA)/ California Employment Development Department (EDD) grant to develop a Network and Computer Systems Training Program at San Diego City College, authority is requested to:

 

1.    Enter into a contract with the California Employment Development Department; and

 

2.    Accept, budget and spend $851,216 in the 2009-2010 General Fund/ Restricted budget.                  

 

542   In the matter of San Diego City College entering into an agreement with the Carnegie Foundation for the Advancement of Teaching to design and develop an accelerated math pathway for developmental mathematics students, authority is requested to:

           

1.    Enter into a 3-year agreement with Carnegie Foundation in the amount of $95,000; and

 

2.    Accept, budget and spend in the 2010-2011 General Fund/Restricted Budget $50,000.  

 

543   Authority to enter into a teaming agreement with Lockheed Martin Integrated Systems, Inc. (LMIS), in connection with the submission of a proposal by LMIS to the Naval Surface Warfare Center as prime contractor

      and San Diego City College as subcontractor to provide services at Naval Base, San Diego; and Training Support Center, Great Lakes, IL including training and technical instructor and curriculum development and maintenance services to the U.S. Navy.

 

544   In the matter of the U.S. Navy Homeport Training (HPT) at the

      Fleet Training Center, San Diego, authority to:

 

1.    Extend a multi-year contract with the U.S. Navy to provide instructional services and management support to military personnel at the Fleet Training Center, San Diego, commencing June 1, 2010, through

      October 31, 2010;

 

2.    Increase the current contract from $1,938,835 to $2,834,630 for the contract year June 1, 2010, through October 31, 2010;

812   Authority to extend an Off-Campus Use Permit with Kearny Mesa Bowl, Inc. for the use of Mesa College for four years beginning June 11, 2010.

 

813   Authority to utilize the new off-campus facility of the Fresno Fire Department as requested by Miramar College.

                   

830   In the matter of performing a lighting retrofit at various locations at Miramar College:

 

      PUBLIC HEARING on:

 

1.    Adoption of a resolution making the finding necessary under Government Code Section 4217.12 for entering into an Energy Service Contract with American Lighting without formal competitive bidding; and

 

2.    Authority to enter into an Energy Service Contract with American Lighting.  The contract is subject to approval by District Counsel and available for review in Facilities Management at the District Office.

840   Authority to extend the Consultant Agreement with Step Function FMC for lean management consultant services in the Facilities Services Department. 

 

870   Authority to award a contract to Alvand Construction Inc., the lowest responsible, responsive bidder, on the basis of the listed Base Bid of Two Hundred Twenty-Three Thousand Dollars ($223,000) for the East Entry Final Hardscape Project at San Diego Mesa College.          

 

871   Authority to award a contract to Koch-Armstrong, the lowest responsible, responsive bidder, on the basis of the listed Base Bid of Two Hundred Seventy-Three Thousand Dollars ($273,000) for the Infrastructure Project Parking Lot 1, Phase One at San Diego Mesa College. 

          

872   Authority to award a contract to Flores/Sierra Contractors, the lowest responsible, responsive bidder, on the basis of the listed Base Bid of Two Hundred Twenty-One Thousand Nine Hundred Ninety-Seven Dollars and Fifty Cents ($221,997.50) for the Above Ground Demolition/Hazardous Abatement, SSWPP and Construction Fence work for the Business and Humanities Project at San Diego City College.

890   Acknowledgement and approval of finding of Exemption pursuant to Section 15301 of the California Code of Regulations (California Environmental Quality Act [CEQA] Guidelines) for the installation, maintenance, and operation of multiple solar photovoltaic systems at City College, Mesa College, Miramar College, Mid-City Continuing Education Center and the District Office; and

 

      Authority to file the Notice of Exemption with the County Clerk, pursuant to Section 15062 of the State CEQA Guidelines.

PUBLIC PRESENTATIONS:  In accordance with Education Code Section 72121.5, members of the public are invited to participate in the governance system of the District by utilizing the PUBLIC PRESENTATIONS section of the Board meeting agenda.  

Public presentations on items listed on the Board meeting agenda shall be heard at the time the item is discussed and prior to Board action on the item. Each presentation shall be limited to five minutes (a total of twenty minutes on the same subject) unless this time limit is waived by action of the Board.

Public presentations on matters not listed on the Board meeting agenda may do so during the PUBLIC PRESENTATIONS section of the Board meeting.  In accordance with Education Code Section 72121.5, the Board shall take no action on such matters, other than an action of referral.  Each presentation shall be limited to five minutes (total of 20 minutes on the same subject) unless this time limit is waived by action of the Board.

If you wish to submit questions to the Board in your presentation, they should be in writing. At the Board's request, the Chancellor will provide written responses to your questions as soon as possible after the Board meeting.
